Anti-racism. An advisory body made up of twenty experts in the area of racism, interculturalty and equality will advise the City Council on drafting the Barcelona Anti-Racism Plan 2025-2035.

Made up of twenty experts in the field of racism, interculturality and equality, this advisory body will offer advice to Barcelona City Council on drafting the Barcelona Anti-Racist Plan 2025-2035, its rollout and its monitoring.

Given the increase in xenophobic, racist and denier discourse, Barcelona City Council wishes to reaffirm its commitment to the defence of these rights and the fight against all sorts of discrimination. To this end, it is creating the first Barcelona Anti-Racist Plan 2025-2035.

The goal of the plan is to offer an international reference model in addressing racism and discrimination, including the anti-racist perspective in the administration and becoming an active stakeholder for achieving a fairer, more diverse and equal society.

What are the functions of the Anti-Racist Advisory Council?

The tasks of the council will focus on drafting reports and non-binding rulings that help to analyse the situation of racism in Barcelona and guide the City Council’s policies. The body will offer new projects to reduce and prevent racism and guarantee that municipal action is efficient and inclusive. It will also collaborate in the dissemination of information about racism and offer a space for debate and reflection to address more pressing matters and build joint solutions with people and organisations.

The advisory council will conduct various working sessions in the coming months to implement the strategic lines of the plan and the specific actions that need to be implemented. It will meet with municipal areas and head a participatory process to include proposals from citizens and organisations. The prevision is for the Barcelona Anti-Racist Plan 2025-2035 to be presented in the first four months of 2026.

Barcelona as a leading city in the anti-racist struggle

The Office for Non-Discrimination (OND) was set up 26 years ago and offers free and confidential support for anybody who has suffered discrimination, offering personal support, legal advice, social and educational action, mediation and repair processes.

Barcelona hosted the 4th UNESCO Global Forum Against Racism and Discrimination, involving over 140 political leaders, activists and experts from 85 countries around the world, with over 1,400 registered participants and more than 50,000 following the event online. In April this year, Barcelona launched the Global Anti-Racist Alliance, approved by the UNESCO Executive Council.
